Waiting to hear back on which agency this is from:

Our agency in-country representative said that part of the issue with the suspicious cases is that the police were giving out abandonment clearances before the proper wait period, as defined by MOWA, had ended. I believe they’re investigating this as well as the overall increased number of abandonment cases, and we were told it could take awhile due to staff size.

  1. At one point, our agency indicated [in writing to waiting families] that there were approx. 300 abandonment cases in Addis in one month, triggering concern.

  2. Anon, I've heard of at least 2 agencies who were told this same thing (it's in the archives of this site, somewhere). Most agencies seem to concentrate on the 15-17 suspicious cases (signed off by one police officer) when passing on information. I would love to know more about the 300 cases; we know there has been a huge increase from a "certain area" within Addis, perhaps the 3 adjacent sub-cities brought up a couple days ago. It's possible the 300 cases are from this area, and the 15-17 cases brought in by the police officer are a seperate issue (but further indication of a problem regarding abandonments.)

  3. Or maybe the 15-17 cases are what first alerted them to the 300...I don't know, just thinking out loud here! :-)

  4. I think the 17 cases were the suspicious ones in the first place.
I think the talk about the 300 abandonment cases are not "suspicious cases" as such, but that the court and/or MOWA are concerned by the number of abandonments, which has risen remarquably since they made relinquishment more difficult. So I think it's rather the number alarming them.
